North Korea & Kim Jong-il are not to be trusted.
Your second sentence is nothing short of foolish ignorance of history and foreign governments.
Containment (see link) is the best policy our country can follow.
For that matter, we should have contained Iraq, instead of our failed invasion.
American policy should advocate a vigorous spy network in other nations to monitor activites of those foreign powers (both friend and foe).
To blindly ignore what others are doing is simply setting us up for another 9/11.
We are all part of a global society and each nation should work towards a unified peace.
The reality is that some governments have more ambitious plans which would include destruction of others - consider the Palestians desire to kill all Israelis.
For those who oppose freedom, containment & constant monitoring is the best policy.

Not so much to defend, but rather to keep us from invading, attacking, occupying, or liberating as Bush would say, . Kim is a nut. Be for we went to war with Iraq Kim was talking about a preemptive strike on the united states. Now I never heard Sudam talking about striking us. Now are hands are tide and there is nothing we can really do. Some lune's will say " just nuke him first" and that of course with cause are popularity to sore once again. Are foreign affairs suck. Now we have like five people looking for Bin laden and are president just says "well I don't spend too much time thinking about it". So instead of finding the responsible person for 911 we just moved on to the real threat of course that's Iraq. That's why they want a missile that can reach the western seaboard.

That's like saying a country should be able to test flying little Cessna airplanes into buildings just in case it should ever have the need to smash a real jetliner someday.
Defend itself? No one is contemplating invading North Korea.
North Korea reminds me of an aging, funky smelling, vaguely mustached, somewhat repulsive pie wagon of a women who make a big fuss out of being openly worried about rape. Uh...... lady, you have nothing to worry about.
Why would anyone want to invade North Korea? It would be like breaking into a decrepit, rundown old store selling musty old 1950s Communist-made footwear when right next door you can buy Prada at 75% off.

I think all countries have the right to defend itself and if it means nukes than let it be. Sorry to say but if the USA wants to bully other countries around than the weaker countries need something to scare the USA off.
- plus why should some countries gain nuclear weapons, and other can not.

I never lost anything in N. Korea and I do not know of anyone else who did. What do they have that anyone might want?
I think that the idiots in N. Korea should give up their delusions and take lessons from S. Korea on taking care of their people.
