Only nationals from DJIBOUTI , and KENYA.do not need a visa to enter Ethiopia.
Passport holders from these countries can obtain a visa on arrival for 20 US$ at Bole International Airport.........
Argentina, Australia, Austria, Belgium, Brazil, Canada, China, Denmark, Finland, France, Germany, Greece, Ireland, Israel, Italy, Japan, Korea Republic, Kuwait, Luxembourg, Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Russian Federation, South Africa, Spain, Sweden, Switzerland, Taiwan, UK, and US
Everybody else must apply for a visa before arriving....
(but if your country does not have an Ethiopian Diplomatic Office..you too can get a visa..at the airport. I have linked to a list of all Ethiopian Embassies in the World)

I entered the country with a cigar wrapper stuck in my passport..guard turned it upside down...blinked and then stamped it.....visas? who needs them
