You did not say in which city you live.
If you live in a major city, L.A, NYC, Chicago, Atlanta, there should be "casting related" publications that publish that information. Actor telephone numbers are never made public.
If there is a large theater bookstore in your city - go there, they can probaly tell you where to buy a directory. Also, ask your actor friends.

If you are asking to get in touch with celebs it is very different than geting in touch with actors.

contact any celebrity.com always sends me lists of contact info., usually through their manager's agency. Any more personal contacting would probably be looked at as stalking them and they would be wary of talking to you, rightfully so.
