Does anybody know what are the rules and regulations for scooters in France? What is the max CC that you can have on a scooter and not have to register it or get insurance? What is the max CC that you can have with out a license? Etc.

All scooters in France must be registered regardless of engine size, including 50 cc bikes. They have tiered system where the more experience you get the bigger bike you can legally ride. However, the French police do not aggressively pursue traffic laws, they may sit at an intersection looking for seat belt offenders, but don't pay too much attention to anything else. The local municipalities do not benefit from ticket writing like in the USA, so the police don't drive around running tags and hiding like cowards in speed traps.
