Mostly in the trendy nightclubs. The Leg Room recently had a bunch of Bears players there. The club Rockit has some people from the TV show "Grey's Anatomy" and Jeremy Piven. There's a club called Jet that a lot of young celebs go to. Just look for a building with a long line with a bunch of shallow, overly made-up women and self-absorbed guys chatting on cel phones as if they're making a big stock deal at 1 a.m., pay the outrageous cover charge to go stand in a crowded hot room, pay $7 for a Budweiser and you're bound to see a celeb or two. Usually one floor up in the VIP section which you can never get into. Oh, and that really tall guy you see walking around may NOT be a member of the Chicago Bulls. Study a roster first before you go out.

I think mostly when they are filming. I saw David Duchovny at a Chicago suburban mall while he was filming Return To Me. On the City of Chicago website, they list all the films from 2000-2009 that were filmed or are to be filmed in Chicago. That may help celebrity sightings.

1 place is Gibsons steakhouse on Rush Ave.. I go about once a week, and I've seen tons of celebrities there, including:
Michael Jordan
Bill Clinton (walked right by me)
Vince Vaughn with Jennifer Aniston
Tony Gwynn
Gary Sinise
Multiple Bears and White Sox players
Jeremy Piven
Go there. Awesome food too, but bring your wallet.

The Jazz bar in the current Playboy office building gets music stars after their shows often. The other places would be the Westin hotel lobby were many baseball teams stay when in town to play the Cubs or the Peninsula Hotel.
Gibsons' steakhouse also gets their share of celebs.

Ashton Kutcher would often wear a Cubs hat, plus he is from the great state of Iowa, and there are many Cubs fans in Iowa. Also, Bonnie Hunt, John Cusack, Vince Vaughn, and Eddie Vedder.

Downtown. They have a tendency to stay in some of the pricier places. I saw a member of the band the Kinks last time I was there.

If your looking for where they hang out...try the Drake both Downtown and in Oak Brook. Also the Weston hotel.

There are plenty of celebs on TV. Have you tried a movie theatre, I hear that is a good place to see celebs too.
