Yes, information which is stored in the brain often can be recalled under different circumstances (environmental, emotional etc.). Thus, the information is stored but if the neural connections cannot be made then the info cannot be recalled.
Studies have shown that in terms of converting short term memory to long term memory the area of the brain which is critical is called the hippocampus which is part of the limbic system. The limbic system includes the thalamus, amygdala, and hypothalamus etc.

yes you never truly forget something.we just neglect to use those neural passageways so we have no concius memory of it.the one exception is when someone has Alzeheimer's which causes neurons to die
