cost: not just rent and deposit, but also utilities, repairs, insurance (what portion of that is the responsibility of the landlord and what part falls upon the tenant?) , and distance from work.
safety: good neighborhood, secure building and parking, secure locks, windows, doors, safe wiring?
cleanliness: mold or mildew a problem? insects? carpet? upkeep... appliances and bathroom fixtures in good working order?
rental history: is there a reason this place was vacated? is the landlord reasonable to work with? the owner may want references, your friend should demand some too!

There are alot of questions to ask up front...Is there a curfew on noise? What about animals? Children? If a friend moves in with me will the rent go up. Things to ask people that live around there, not the owner....What are the nieghbors like? Do you know the owner of the apartment? How are they to rent for? Are they pretty good at fixing things??? Other things to look for. Parking area. Does it look safe? Really know the area, the person you are renting from and how does it compare to other apartments in your price range. Before you sign any contract.

how much noise can be heard from the neighbors
how well the maintenance is on upkeep and how knew are the appliances are and the locks and when they were last changed don't want former tenants having a key to her new apartment and how reliable the company is she will be renting from and make for sure she reads the lease even the tiny words at eh bottom they are the most important

Most definately ask for crime statistics at the address and surrounding. You can also go to the local police dept. and get a list from the address of crimes. Ask right up front if they have any reported rapes, breakins or vehicle burglaries. They should tell you to avoid future law suits. Also, read the lease , front and back look for move out notice and reletting fees, and subletting. Good Luck!!

check out the area both during the day and night to see what the environment is like, ask the mgr about the neighbors and if possible check with the local police dept to get a crime report for that area.
Everything else is just the standard, view the apt before signing a lease and make sure the mgr is aware of any defects prior to her moving in. she should try to take pics before she moves in to avoid any problems.

She should find out the rent, utilities, what happens if she for some reason needs to break her lease, if pets are welcome and what the deposit is if they are, and she she check out the apartment and make sure it is clean...ask to look at more than just one.

Turn all the faucets on make sure everything is working properly. If its a basement apartment, make sure there are fire exits. I always use to check the property, see if its well maintained.........water pressure is a big deal to me.
