I'm not sure about what you mean with this question, but it stands for what you said, the District of Columbia. Washington is not a State it is a District. It is a U.S. territory, which that's right, allows it's inhabitants to vote, though we do not allow our other territories, i.e. Puerto Rico, Virgin Islands, vote.

The original Columbians were a race of kindly people that cared about others and the quality of life. They believed in equality and happiness pursuit and liberty. They tried to start up a new nation called COLUMBIA but the european immigrants were all so selfish and foolish that they insisted on cutting it up into different states so they could all have differences preserved and continue their old ways of war and hatred against each other and the world. They destroyed all the columbian peole and then commenced to fighting with their old country back in europe. There was eventually a truce and the so-called new country was called NEW ENGLAND and they have persisted ever since in being ******* around the world and leading the destruction of the environment and being in practically every major war since. they love war.
They kept the name District of Columbia to name their headquarters where they house their warlords and make plans for more wars. None of the new states wanted them to meet in their state as they are such ******* and ruin everything they touch ( just go look at the poor folks who actually live in DC and you will see what i mean.) No individual sate wants the blame for what these congressmen and women do to the world and the people of the USA

When our founding fathers set up the government and constitution, they wanted a place that would be neutral, not located in or loyal to any of the states. DC was that area where the government would meet and conduct its business.
