My take is - cup is to handle hot drinks and glass will take cold drinks. Make sense?
However, there are glasses with handle too (saw 'em at some coffeeshops) - the one that looks like beer mug.

Becos cups or tea cups to be specific are meant for hot drinks, whereas glass is meant for cold drinks. In your case, which I suspect you meant chinese restaurants, where they tend to use glasses for hot tea, that's like a modern adaptation. If you go to more traditional chinese restaurants, they will be using real chinese tea cups, which while with no handles, are easy to hold because the top part of the cup is curved out so that you can hold easily.

Because cups are generally for hot liquids. The handle prevents scorching your hands.

that's strange- hot liquids are not supposed to be put in glass. unless you're using a beaker in a chemistry lab, but even then you use tongs to handle them.
