Put a half cup of vinegar in your rinse cycle instead of fabric softener. The fabric softener collects and build up on your towels and takes away the fluffiness. The vinegar strips it off and makes them fluffy again. It also cuts the static.

Try using some fabric softener and conditioner.
Also ensure that you do not wash at too warm a temperature as this can ruin the towels.
Treat them with care when you wash and they will last longer.
If all else fails, replace with new towels.

Toss them in the dryer with those spikey dryer balls. You can find them at the drug store in the "as seen on TV" section.
