Most Likely worn or frozen steering and shift cables - very common - You need to grease monthly......
Prop won't spin? Try shifting back and forth - ending up in nuetral
With engine off - key removed - batterry off - Now see if it spins.
Prop will not spin bothways if shifted in foward or reverse. It will spin bothways freely when it is in nuetral.
No Help yet - Try removing steer cable from out-drive - then rock out-drive back n forth. Check all pivot points. After you remove the steer cable - Have friend turn the steer wheel as you watch the end off steer cable - extend or retract - grease and keep trying.

Check or lubricate your controls. Sometimes the cables get stiff from lack of use or lack of lubrication. Disconnect the steering cable from the engine and see if the cable moves when the wheel is turned. same for the control cable. Some cables cannot be lubricated and have to be replaced.

Check the engine and make sure that there is nothing caught in the steering alignment, which is the part that connects the stering wheel to the engine.

Check to see if anything has fouled the rudder or prop. Could be seaweed, fishing line, etc.
