You put it on the grip part of the handle of the bat and no it is not illegal as long as does not extend further than 18 IN up the handle (see the rule at the bottom of my answer).

If you are referring to the George Brett incident, at that time it was illegal to have pine tar so far up your bat. The rule stemmed from a commissioner many years ago wanting to save balls from getting pine tar on them. After the George Brett ejection the commissioner looked into the rule and rewrote it adding the note at the end of the rule.

Rule 1.10
(c) The bat handle, for not more than 18 inches from its end, may be covered or treated with any material or substance to improve the grip. Any such material or substance, which extends past the 18 inch limitation, shall cause the bat to be removed from the game.
NOTE: If the umpire discovers that the bat does not conform to (c) above until a time during or after which the bat has been used in play, it shall not be grounds for declaring the batter out, or ejected from the game.

It goes on the handle. Rules govern how high up the bat the pine tar may go, and too much results in punishment ( like George Brett ). Hope that helps. it can go up to 12 inches and any farther and you get suspended.

The handle and yes it is legal. Some guys that hit bare handed use pine tar to help grip the bat.

Pine tar is legal on the handle only and cant go up more that 12 inches from the knob of the bat.

pine tar is both legal and illegal. It is legal up to 18 inches from the nob of the bat, it goes where your hands do to give the batter a grip.

the handle to 12 inches up on the bat. its not illegal if u put it there but if u put pine tar above 12 inches it is illegal.

You put pine tar where you grip the bat.

I'm glad someone quoted the rule...18 inches, not 12 inches, is the limit. It is applied to the handle of the bat to improve grip allowing for harder swings without the bat slipping out of the hands.
