Germany was split into West and East Germany during that period. They both made World Cup in 1974 held in West Germany and incredibly ended up in same group during the Group stages. (West Germany automatically qualified as hosts, East Germany had to go through qualifiers.)
The record for a tournament is 13 by Just Fontaine of France in 1958 World Cup held in Sweden.
