Yep, they're called stereotypes.

Asians are always seen as polite, traditional, quiet, etc

America has an identity of being the opposite; strong, proud, loud, arrogant.
Of course, it doesn't help that we often perpetuate this attitude with our SUVs, our ethnocentric attitude and the sort...

But yes, each nation has a character that is based on its culture and values (both the good, and the bad).

The smaller the nation and the more isolated, the greater the chances that most people there will share some common traits they find useful in their lives.
Americans' characteristics are fluid over the years, partly because of our changing and too large a population.
The characteristics that made it possible to win WW II no longer exist here, and we will probably lose the next extensive war we enter. Sorry, we'd rather surrender than do the needed things.

Ofcourse without characters there can be no nation. The character of any nation depends on its history, languages, climate, ecological pressures and now increasingly economic factors. However, it would be unfair and prejudicial to paint all the citizens of a nation with a single character e.g. "England is a nation of shopkeepers".
