Ur radio station must be a big enough station where lots of ppl listen to. because celebs will not go on air to promote their movie/cd to listeners of 100. its gotta be 1000s., 10,000s.
Look for celebs who just finished making a movie or album, they are looking for publicity and will need to promote their movie or album to a wide array of ppl. Usually they will do it for free if u interview them n talk to them for a short time..especially through phone. Check out what movies are going to be on the silver screens next month, contact the company, book them weeks in advance, their time is limited, even if its just on phone. Tell them about ur station, how many listeners u got, and say that if u could ask the celeb a few questions that would be great, and say that the artist could promote their movie/cd.
Who to contact? Contact Producers of the large player in their movie/cd. such as Tri Star Pictures...Miramax pictures... or Columbia Records.. or BMG records. These players put LOTS of money into the artist, they are basically investing in the artist, because if the artist attracts fans to them, the more money the company makes. So, contact the producers, or Public relations ppl in the company. Then they could talk to their agents, and if all goes well, u will get a call from the agent.
Talk fast, but clearly, be clear and precise. Don't talk for more than 1minute, keep it short. Ur pitching a deal, so remember, be confident, and if they like ur offer, you will get a deal.

The last time I did this on a regular basis was for the Dr. Demento show. At least in my neck of the woods it would come on around Sunday night at 11pm and I always made sure to record it. The sound quality wasn't much to write home about since we were all using those bulky Panasonic tape recorders. But that was can't miss radio. Then I made the mistake of downloading a podcast from The Suicide Girls weekly radio show. It shaved about fifty points off my IQ in just a mere thirty minutes so I quit while I was ahead. Yeah, they look a lot better than they sound.

Everybody that is anybody in the music business has a PR rep.. these are people at the label that has signed them.. After all, the band is OWNED by the label. Very rarely would the band members have much of a say in anything other than to refuse a speaking opportunity.. and to do so would limit exposure and get in the way of their success.. I would look into who has signed the band/artist and express your interest throuh them.. all recording labels have instructions and contact information on their websites..
Good Luck :)

Well contacting them and getting them on your show are two different things. Say you wanted to interview a music star like Josh Groban. He has a website and on his website is his manager's contact and booking information. Call those numbers and explain what you are doing. Good luck!
