In the United States the answer if no. It is supposed to be according to the concept of the US Constitution justice is supposed to be blind, law is to fairly applied without regard to a persons status, color, national origin etc. etc.
Reality is the the courts are so powerful they do what they want and then support each others errors when appeals are made.
The law is a farce, the court system is a shambles.
Power is justice,

No. The powerful and wealthy will typically get more lenient treatment, unless they are unpopular.
Or if they can buy a presidential pardon (a good buy before January 20, 2001).

well, sounds filmy" law is equal before all" , and it should be! but today it is not! it is just a mere toy for all the politicians , filmstars & all those who can afford to bribe the police and the law!!!
