I have a windows 2003 server with Terminal server runnin on it. Can i boot from my client pc's that dont have HDD on it.

Not exactly. You can boot a diskless station using a PXE Bootable network card, and have a boot image on a server. You can create an image using something like BartPE. That will get you up running the operating system.

If then you want to begin a terminal session, you can. But terminal sessions are a different animal than a PXE Boot on a diskless workstation.

Only if the BIOS of the node allows you to set the node's Network Card as the first device it looks to when booting.
