I have a condition known as Rosecea. There is a prescription cream or gel for it known as Metrocream or Metrogel ( the .75% strength is best). It causes general redness, sometimes acne-like pustules.
Red face and neck could also indicate certain types of heart condition. PLEASE see a doctor.

Unfortunate as it is, you can over-cleanse and tone. Or it could just be that you've changed products recently. Some brands are a bit harsh. Remember your skin is an organ and as such will react to everything you ingest, and any stress you might be under. I was detoxing at one stage and the products I was using suddenly made my face flare up when I had been fine with them for months til then! I would firmly recommend going and getting an aloe vera plant if you can find one and using the juice from the leaves directly on the red skin. It's really soothing. Otherwise, Clarins do a fantastic Beauty serum - it's expensive but a godsend and really clears up everything from rashes to raw skin to spots.

Too much product . Just use a facial wash and water, pat it dry then a light simple moisturiser.
I have never cleansed and toned. I have even skin colour, no spots (never had) and very few lines on my face. I am 38.
You are over-doing it with the products. Go natural for a while and see what occurs.

Don't use a toner as it sounds like your skin is sensitive, and toner generally contains alcohol. Use dove soap if you're not prone to spots and lightly pat a very light, fragrance-free moisturiser into your skin using your fingertips. If you're still unsure as to what to do, ask your pharmacist.
However, if you have
REALLY red skin with small bumps/spots, it could be rosacea. Cut down on spicy foods and try to limit the amount of drastic temperature changes. If this seems to affect it, try your doctor for medication

This could also be a slight case of acne rosacea in which case a RX of most acne medications would help you out.
I'd have to agree with the over doing it. Alot of times people get frusterated at their skin so the try to work it harder. You skin isn't made of steel therefore you don't need to scrub it with chemicals like you are trying to de-greese and engine. If anything a light moisterizer would help with some of the irritation.

You should go to a store like Wal-Mart or target or other stores and get cool beads. Cool beads cool your face down. You rub it on the red spot and then a few minutes later it should heal because it goes into your skin. You have to apply it more then once each day. Try doing it in the morning and at night

You could have sensitive skin. Or it has had too much sun.

If you use any prescription products, ask your dermatologist/doctor to advise you on how to combine prescription treatments with over-the-counter cosmeceutical products.
Be careful with your products and I suggest you try the 'Simple' range. This brand contains no perfume, colour or other harmful agents to irritate your face further.

well you might have rosacea, which is a condition that makes the skin appear red cause the blood vessels dilate...overcleansing or doing too much mite be why it is red, also eating spicy food, getting upset over something, etc. take it easy when cleansing and for your makeup, use a green or yellow based type..you can find these in any store selling makeup...

It could be a mild case of rosacea, if there are tiny little spidery veins but without the other symptoms, a dr told me easy enough to laser but $250 a treatment. Here is a link on yahoo health for rosacea see if it fits your skin type:

It could be rosachea, in which case cleansing and toning won't help. You need to go see a dermatologist who will most likely prescribe you a cream made of corticosteroids.
