i have a motorola razor v3 how do i get mp3 ringtones to work?

Use the tools CD that came with your phone, and a USB cable. There are software packages that will let you "break up" .mp3 files into small chunks that you can transfer to the phone so you don't have to buy them from the carrier.

Either purchase them from your provider, or find some way to get small 30sec snippets of MP3s on there via MMS, Web browser, or cable.
