The best PS2 game is Kingdom Hearts 2. It has georgeous graphics (10/10), awesome fun(9/10), an intriguing plot(10/10), famous and other characters(10/10), awesome controls(10/10), and is just great overall(20/10). The second best PS2 game is actually a series, the Dance Dance Revolution series... 20/10 They rock my world. The only reason it wasn't first, is because you asked for a specific game, not a series :D

Last year it was Resident Evil 4 at the Spike Video game awards.
God of War did win plenty of awards but I think it is the best game still hopefully for 2006 unless something better comes along.
The graphics in both games are great.
Personally I am still fascinated with the Rockstar genre. To this day I still play Manhunt.

Matrix path of neo is sweet, Metal gear 3, Resident Evil 4, X-Men legends 2.
