Is it true that any electonical device will fall apart if it's been in direct contact with EMP? What's the reason then?

EMP means electromagnetic pulse. It is basically a pulse of radio waves with such a large amplitude that it induces large voltages in any electrical circuits it comes into contact with. Typically a radio wave induces voltages in the microvolt range.

If you induce a voltage greater than the P-N junction bias in a computer circuit (typically 1.5 Volts) then the circuit will fail, because there will no longer be a distinction between on and off states of transistors.

If you manage to induce even higher voltages there is a very small chance you will make components fail.

However, most circuits are not permanently damaged by an EMP, and they can be screened using metal cages.
