A CD or DVD is just a storage medium as like the old style floppy disks. Per the design and technology (chemicals used and the material used), a CD can hold a max of 700 MB whereas DVDs (single layer) shall hold around 4.7 GB of data.
MP3 is an audio compression technology that is used to encode a music file and compress it (sometimes to a degree of 12). The compressed, encoded music file now becomes a binary file. While saving it in a CD only 700 MB worth of MP3 files can be stored but a DVD holds 4.7 GB.

If you are to play MP3s on a set-top DVD player, it would be more likely to play them off of a CD-R than a DVD+/-R. Some set-top DVD players have issues with DVD-Rs due to the way the laser focuses on the disk. Once it identifies it as a DVD+/-R disc, it looks for DVD content. If such content is not found on the DVD-R, it kicks it out. This is usually not the case with CD-R.

no difference between the mp3s as such, but you can store much more on a dvd than on a cd (around 4 gb as opposed to 700 mb - roughly 1000 mp3s to 100)

When you say CD, you mean its an audio CD whereas VCD is a video CD. (Digital video or versatile disk)
