Do not confuse the English flag (red cross on white field) with the Union Jack (two red crosses, regular and St Andrews with white border on a blue field). The latter was the flag of the United Kingdom

The cross of St George is the flag of England, not the Union Jack. It is a red cross on a white field.
The Union Jack represents the United Kingdom of Great Britain and Northern Ireland. Its design joins together the flag of both countries into one.

The blue white and red is the Union Jack - for the United Kingdom of England, Wales, Scotland and Ireland.
The white one with the cross is the England flag - for England alone.

The white flag with the red cross is the flag of England
The "blue one" is the flag of the United Kingdom and is made of the flags of England, Scotland, and Wales on top of each other because they are all parts of the United Kingdom and on the Island of Briton.

The England kit colour is determined by the English FA, it doesn't have to be the colour of the nations flag. The Holland flag is Red, White and Blue but the Dutch FA decided that Holland would play in Orange.
