you dont need to creat a account on www.live.com
you just need a hotmail or msn email .
for signup a hotmail account you can just open www.hotmail.com
signup for a user
and then after account activation open live.com and login with your hotmail account

I don`t think it`s possible now .. but soon it`ll be i guess ..
But u can use Windows live mail services with your ordinary hotmail account ..
