does anyone know about any comic companies or press that gets and pays comic artist for sending in their art works? its some sort of manga cartoons......

The best road for a newbie in the biz to take is to self-publish his/her own work.

Nowadays, when the internet is available to allm you don't even habe to spend money on printing your work and distributing it on paper, but rather publish it on the web, give half an episode for free and whoever wants to read the rest, should pay you.

If you're good enough, the large companies will come and seek you out.

Good question. This is Americana at it's best. Regulate the actions of the individual and let the corporation get away with anything it wants, no matter how dodgy the money is earned. Gotta love the United States of Usury & Big Business.
