You can use automatic transmission fluid to keep your tires shiny, giving similar results as Armor All.

Be sure that they are clean first, then apply with a rag or a piece of cloth.

EDIT:
You said inexpensive, you can spend big bucks on those special costly tire product, or a buck or two on a quart of automatic transmission fluid that will last for several applications, this is the best bet, hands down if you are looking for value!

To use this method you have to be smarter than 그림자 (that is not saying too much) and know to use it sparingly, not drown the tire in it. Now she/he is a environmental expert too amazing!

There is a clear spray you spray on the outside of the tyre it makes the black look new and dosent affect your shiny mag wheel or hub cap .
You can purchase this product at any store that sells automotive products hope this helps.

use shoe wax. was your tires using a cloth then apply shoe wax using a brush on the tires. they will look brand new till 5 to 7 days. i think this the most effective and inexpensive way.

Since it is used on the most expensive cars, Blackfire Gel Wheel & Tire Cleaner, which cost $13.95 is probably the best for your hard earned money. The active ingredient in this cleaner was developed by a Swedish chemical company to replace the acids and butyl ethers found in most tire and wheel cleaning products like ArmorAll.
But if you are determined to use ArmorAll, use the Armorall Tire Foam 500Ml; it is easier to use than the standard ArmorAll.

Foam Tire Cleaners no need to scrub, just hose with water. If that does not work, car soap and soft steel brush.
