Offer something unique and valuable (in terms of usage and utility) besides routine driving instructions / lectures / practice sessions etc. and advertise it alongwith your driving school. There may be some initial cost escalation or reduction of margin but in the long run popularity and volume of business would increase your revenue and profits.
What could be "unique and valuable" - may be a precious question?!!!!!

Advertise, Advertise, Advertise, Advertise, Advertise, Advertise!!! Ask for references from your current and past clients and show these to potential clients. Get a Bollywood star to promote you if you can or even try to get one of your cars with your company logo onto a film. Paint the side of the train!!....ask the train company first. Sponsor several taxis if you have funds. Cover the taxis all over with your logo. Even better, train the taxis how to drive and give them a certificate. This will qualify you.
