when i switched it to on and push the power button again it will not turn off so i must pull the plug out of the avr just to shut it off

Did the computer have this problem with the power button before? There is something wrong with the SMPS.

You have an ATX motherboard. ATX motherboards use the same connectors to control power(on/off). Shorting these contacts will switch the board on / off (4 seconds).

What is an AVR? Try connecting directly to a power socket.
You don't have a UPS?

You still haven't mentioned if you tried resetting the bios.

If he unit won't shut off normally, press and hold the power switch for 8 seconds. The unit should power down.
Also there is a switch on the back of the power supply should the 8 second rule fail.

indeed the atx power supply does not turn off imediatelly, you have to hold the button pressed for 10 seconds.there is a setting in bios under power mangement that let's u cancel the delay
