depends on what country your in, religion in some regions and customs. each country is differant on ages and there is only one state in the united states that allows marriage at 13 with parents permission. in the u.s, you must get a blood test, license, use a judge or clergy to get married. you can also get married by a notary public or any captain of a boat if your out at least 4 miles.

go to your municipality to have a civil wedding or to church then ask the priest to wed you. or you could just go to vegas and get married in just a snap.
