Most English speakers outside the US call this a 'hash'. For some reason, in the US it's also often referred to as a pound sign. (I'd like to know why, as the symbol for pounds weight is 'lb' and for pounds sterling is £).

In many parts of the world it is used to MEAN number. As in #12 = number twelve.

In music it is known as a 'sharp sign'.
