One scenario goes as follows: Two nonrotating objects collide, but it is not a direct collision; the centers of mass don't line up. This imparts a rotation to the combined body that results from the collision.
There are many other, more complex ways rotation can be induced, involving orbiting bodies interacting, collisions between galaxies, etc. The ref. provides some examples.
