Mediocre people are able to flourish when B level management is allowed to hire. This is affectionately known, especially in technology companies as the Bozo factor. A players hires A+ players, B players hires B- and C players. The moral is that true
A+ players are smart enough and willing to give up their ego for a higher cause. Low A and B players are insecure and more worried about their own position, recognition, etc. thus, by nature they have to hire people who will not be a threat or expose their incompetence.

I have been asking myself that question and I have never got the understanding of how it comes to be. I think there are different aspects we have to consider here;
1. Nepotism.
2. Concentrating on how you look and not what you can do
3. Through corrupt practices (favors of all kind)
4. Inexperienced recruiters and bosses
5. Luck, if God is on their side.

Affirmative action, favoritism, nepotism, just to name a few. I once worked at a place where a guy got promoted because he mowed the boss’s yard every weekend.

The higher you get the less competent you are.
After all, the competent people have to do the work.
