I would go with jazz pants.. this is tap not ballet, and a form fitting top. it really does not have to be a leotard. Actually I would advise against a leotard...Jazzpants... That would be a good idea.. or considering that it is summer shorts are always a good idea.. just not like kakais or something.. something you can move in comfortably. They will let you know what they require. So better to be comfortable than uncomfortable.

RE:
What is appropriate to wear to a tap dance class?
I'm taking a community college tap dance class and I wasn't sure what to wear to the first class. I already bought some tap shoes, but I don't know if I should wear jazz pants, or a leotard and tights, or something else?
It's a beginning/intermediate class and I just didn't...

Bring your taps and wear what you feel comfortable in. Whether it's a community college class or a "real" tap class, people dress comfortably - jazz/yoga pants, a tank top or a leotard - whatever you feel comfortable moving in.
And don't forget to change out of your tap shoes when class is over - walking around in them outside of class can mess them up, especially if you'll be walking on concrete.

You've got the whole hodge-podge of answers, so I'm going to say "hear, hear!" to dancingwithdeath's advice against a leotard. There's two reasons:
1) It's an adult class at a community college, and "cool" amongst that set tends to the diligently crafted look of casualness. Uneven pant legs are the height of dance fashion. However, college-age dancers are known to push the limits in frumpiness, so please your teacher by sticking with form-fitting clothes that can stretch and move.
2) It's tap, not ballet, and some tap teachers take a dislike to dancers who are too "balletic." If your teacher prefers rhythm tap, then refinement in dancewear is even more unadviseable, as the "dresscode" for rhythm tap is the urban, hiphop look.
So play it safe by going with trim shorts or jazz pants and a cute top; nothing baggy to start with.
P.S. Don't get in the habit of looking down at your feet. :)

The leggings would most likely be fine, as long as they are not too tight and don't restrict movement (can you stretch and the splits in them with out them ripping or anything). You can check with the teacher to be sure, but they should be fine to wear to class. For the second question are you asking if they are ok to wear the leggings to a Jazz/Lyrical class or to the tap class? again they should be fine, just check dress codes and/or with the teacher to be sure.

Go comfortable, wear a leotard but if your unsure the wear some pants over the top, that way you can decide when you get there....or you could ring the person who is in charge and ask what is advised to wear.

Just about anything that is comfortable. IF you wear a loose skirt, make sure you wear dance pants. What you do not want to wear is anything that your feet can get hung up in. Have fun.

Most tap dancers where leotards and tights; however, any dance gear is appropriate. Where what you feel most comfortable in!

I think any comfortable close fitting pants would do. You need to be comfy, but also you need to watch your feet, so loose pants might get in the way. If the class has specific clothes you must wear they will tell you at first session.
