for horror films, it's a tie between korean and japanese films although chinese films have some to boast (the eye and new blood are their best). the japanese horror films are pretty scary and to think, almost all of them are just low-budget movies - they make up for the story and scare factor.
for drama/romantic/comedy films, definitely korean (the classic, my sassy girl, windstruck, etc.). they do have great plots and some drama films they make really brought tears to my eyes.
for action films, obviously, chinese films. not only because they are great martial artists but because it's been their forte since the beginning and i'm gonna give them credit for that.

Chinese-because of Jekki chan and Romeo ( Aliah's partner).
But these movies were screened in Hollywood, then they are not considered to be Chinese. Then I like Korean movies. I don't remember any Japanese movies that I have ever seen. So, Koreans maybe the best from all three.
