Emotion is an inseparable part of humans. So it would exsist along with rationality in our brains.
Now, if it has overcome rationality is not a bad thing per se.
Competitiveness is an emotion.
So is love, compassion, drive, and a whole lot of 'good' emotions.
What would humans be without emotions? Zombies. What makes you get out of the bed every morning? Just the need to reach your office on time? Don't emotions make you get up and do something each day? That emotion may be love, anger, greed or something else, but it is a great driving force.
Sure, there is a place for emotions and there is a place for rationality.
And an intelligent person knoes how to use both of these wonderful faculties. For his and others' good.

I believe so yes. I as I'm sure many others have made decisions ones we know may not be in our very own best interest yet we make them anyway despite our rational thought processes...why because an emotion has gotten in the way be it anger or love whichever it may be. We as people can be easily swayed by emotion why because we act on them on a daily basis...it all comes down the amount of control you have. Do you think before you act? Or do you think too much? Often times if you think too much it could be the wrong decision and if you think too little it could also be wrong. Just a double edged sword or a roll of the dice. It's just knowing really. Using your own common sense of things, your judgement. We all know deep down inside what is wrong and what is right it's just a matter of what you as a person choose to do, and yes your emotions effect that very much so. Overall emotions are a hinder and a help think of what this world would be like if we all had no emotion.
Think though of all the things that happen daily that effect you as a person and those around you...think of all the things that have happened to you in the past that also effect how you act as a person everyday, why we have the emotion we do for certain topics or certain actions. A lot of peices go into the puzzle of emotion as well as our rational thought process it all comes down to how well you know yourself and knowing how you will recact to the different stimuli this world is bound to throw your way.
