It should read 9:30 PST, or Pacific Standard Time. The contiguous US has four time zones. Pacific time is the west coast time; California, Oregon, etc.
You can use this site to determine the corresponding time where you are.... (use Los Angeles for PST)

The United States has 4 time zones that were established by the railroads. It had to do with a lot of trains sharing the tracks in a coordinated fashion to avoid collisions. There is EASTERN STANDARD TIME< CENTRAL STANDARD TIME< MOUNTAIN STANDARD TIME and PACIFIC STANDARD TIME(PST) Eastern goes from the Atlantic coast to about Ohio. Then from there to about Colorado it is Central. From Colorado to about Utah it is mountain and from there to the Pacific coast it is Pacific time. The idea was simply due to how the sunrise hits an area at a different time as the earth revolves. The sunrises and it gets light at about an hour earlier for each zone. And the UK has the sunrise about 3 hours before the United States does. The military has ZULU time which is a clock set the same all over the world but unique to the military. Old movies sometimes have shown a movie set with 4 or 5 clocks on a wall, all seem to show a different time. You need to do the same--set a clock for PST and set another clock for your time. They will always be correct.

PST means pacific standard time, which i think is 9 hours earlier than you in the UK, a secondary question is whether they mean am or pm

I think it must be their time because in the UK it is GMT (=Grenwich Mean Time). PST means Pacific Standard Time. Here is the official U.S. gov website so that you can find out when 9:30 is!
