What this means is that you should completly discharge your battery. Windows will go to suspend or hibernation at around 3 percent of the battery and what this does is allow the buildup of a memmory effect.
The memory effect in electrical batteries, also known as lazy battery effect, is an effect observed in some rechargeable batteries that causes them to hold less charge. The term has become almost universal in describing any such effect, though in its original meaning it describes one very specific case.

I think cycle means you should change it with the spare battery you have so that both the batteries are used turn by turn and their charging cells retain their power for a longer period and serve you for a longer time. Also once a while you should drain the complete power of batteries by using it till your laptop goes off in lack of power, this also increase battery life considerably, this is my personal experience.

I'm guessing it means drain the batteries. I never knew that and therefore have a battery life of around 15 minutes on a battery that originally lasted about 3 hours.

Any battery has a charge/discharge cycle to be followed...
If you use a mobile phone...you must have noticed that constant charging reduces the overall talktime & standby time provided by battery!
This happens due to a Memory Effect: http://en.wikipedia.org/wiki/Memory_effect
Thus...its recommended to discharge your batteries fully to obtain full potential backup from them every month...
Since i am a regular user of Laptop, i would recommend you to discharge your batteries entirely once a week for the best battery performance!

At least once a month you should let your battery run all the way down and then let it charge again. Do not always let it run off of the ac adapter.

They mean to completely drain it, that is, run it untill it dies. Then charge it fully.
That is how you cycle a battery.
