Say Bill blocked David. That means David can't contact Bill. But, could Bill contact David still, even though they blocked him? haha sorry if it's confusing.

no. YOU BLOCKED THEM.
you can message THEM but they can't message YOU
they are taken off of your friend's list until you re add them
