Could be heredity and could be fluid retention from allergies. It's called "veinous something or other" and is caused by sluggish circulation in the under the eye area because you have sinus congestion and it slows down your circulation so unoxygenated blood is trapped there under your very thin eye skin. Ask your doctor if a decongestant would help.

I have used a vitamin K gel that worked really well, from the local drugstore. Mine are hereditary, so no amount of sleep makes them better.
I read something recently that said that dark circles were caused by small amounts of blood leaking from the capillaries in the under-eye tissues (basically the same as a bruise). There are a handful of new products out now that claim to break down that extraneous blood with enzymes, supposedly eliminating the problem at the source. Some links are attached.
If you get puffiness that later results in dark circles, I would try a small amount of Arnica gel. If you can control the inflammation, the capillaries are less likely to break.

Two slices of potatos of Cucumbers works. Also, you can get some under eye serum from Avon, or Walmart probably has some, too! Or, if really desperate for a quick fix...ten minutes laying down with ice cubes wrapped in wash cloths (one on each eye) works really fast. Don't put the ice cubes directly on your eyes, though, it will cause red-eye...and you'll be tearing up forever! ;) Good Luck!

cold sliced cucumber work wonders. also apply an under eye cream before going to bed. stop straining your eye and wash it with cold water often.
