I don't really understand what you are asking. 911 was created to allow us to call from any place in the United States to call for help (police, fire or ambulance etc.) Before 911, each city had a separate number to call for help. 911 is a universal number good in Texas, California, Alaska or wherever. it is a simple three diget number that even children can learn.
