In my opinion, the best way to do this is to work a traditional job for a company that promotes telecommuting. Many city and state government jobs will let you work from home at least part of the time, and most Federal government jobs encourage at least one work-from-home day for many positions. Lots of big companies are going this way, too; they save money on office space and get rebates from the various governments for keeping their employees off the roads.
Anything that you see on the Internet as a "work from home" opportunity should be approached with suspicion and you should assume everything is a scam until proven otherwise.

Yes. I was an agent for a company called West Corporation. The kind of work you do is take inbound phone calls for people who are calling about an infomercial they just saw on tv or an ad in the newspaper. It wasn't difficult work. I tried it but didn't care for it because they paid for each min. you were on the phone w/ a person, not how long you were waiting for a call. It was also difficult to get hours, and the hours that were available didn't work well w/ my schedule. The only cost involved is that you would probably have to purchase a headset that plugs into your phone.

Indeed, in many communities there is a way. Don't open a home based business because you will have to file for approval from the local council and pay the licence fees. However, most municiplaities do not require such approvals or have licence fees for home based offices, places that you work from but clients/customers do not come to.

Yes, secret shopping. There are tons of secret shopping scams where they ask you to buy a list of secret shopper companies or make payments to join. The truth is there are plenty of companies that you just sign up for free on the web and then they email you when they need you to secretly shop a store in your area. You can pick and choose the jobs as you please, and halfdon't require you to buy anything, and the half that does includes reimbersment. You just type up your evaluation and send it in.

No. All legit businesses require start up money. And, if you find something that states, it doesnt, be careful. There may be a "gotcha" at the end of that rainbow
