I thought extra time and penalties are only in the semi finals any idea?

Two 15 minute overtime halves, having to be played all the way thru. If it is still tied then it will go into penalties

At the 16 round if two teams tie after 90 minutes are up then there will be two 15 minute extra time halfs with the golden goal rule, meaning whichever in extra time, the game finishes, and the team that scores first is deemed the winner.
But after the 2 x 15 minutes extra timenobody scores, then there will be a penalty shoot out, every team has 5 players shoot penalty, the team gets the most in will be the winner, if they still draw, more penalty shoots will be added until a winner can be decided.

It will go into overtime. Silver goal is what it's called. Meaning it goes the full 30 min. (2 15 minute quarters) Golden goal is when the 1st goal scored ends the game. Sort of like extra time in football (american). After extra time it goes into penalty kicks. 5 of the best players from each team take a shot at the goal. In the end whoever had the most at the end, is declared the winner.

After group stages are completed in all remaining matches after 90 minutes are up and it is a draw then there will be two 15 minute extra time halfs with the golden goal rule meaning whichever team scores in extra time is deemed the automatic winner.
But after 90 minutes and 2 x 15 minutes extra time if it is still a draw then there will be a penalty shoot out which lets hope we don't see too many of.

15 minutes extra time of two halfs is added. the game ends if a team scores.thats called golden goal. if they don't score any goal. then they proceed to penalty kick.
