Orginally each leg of pants were a separate garment--similar to cowboy "chaps". Eventually the two pieces became one garment but the name stuck.

Because a pair of legs go in the jeans, and there is a pair of legs on the jeans! lol! And a skirt is just open!

That is wierd. I say it's because a skirt is just a cloth tube, while pants are like two thin skirts sewn together at the waist.

it has to do with the fact that the majority of the "jeans" is a set of two legs dangling from a waist. the skirt is just one piece. probably not the kind of answer you were looking for but whatever.

you know how people say you have a pair of legs? well they needed another word to say besides trousers. so they came up with jeans and since they said a pair of legs. they called them a

I guess it's just one of the weird things about the English language. A pair of socks is too socks but a pair of underwear is one peice of clothing. Lol
