It was forwarded to me and says if I don't forward will be charged $10.00 monthly to use in future. That system is being shut down because to many booters are taking up all the Names? Mentions yahoo director Tim Buiski. How do I report this to Yahoo or check it out?

It sounds like utter rubbish to me! There is NO WAY that Yahoo would do that I can assure you.
In any case, there is always a very simple way to check anything like this out, go to;
http://www.snopes.com
which is the "Urban Legends" web site (book mark it, it really is useful). It is really easy to use, and it will tell you if what you are seeing is true or false.
I just searched for "Yahoo" and there are 46 items in there under that name, several of which could be the one you mention.
Hope that helps!

those kinds of scams have been going on for years. when you report it as spam yahoo looks at it. keep in mind though. spam and spyware are making the internet much less fun and yahoo can only stop most not all scams. but fear not, those of us that have been on yahoo for very long, have seen similar crap for years. the booters you mention don't even have accounts, they're snuck in on zombie pc's that's why you'll see the same screen name in hundreds of chat rooms. and it was not originated at yahoo. promise you that.
