On our 2nd computer, my son deleted some things off from Windows in C Drive and now when we start the computer the desktop is all gone and it says "Cannot find System INI. Boot with emergency Boot Disk and type Scan Registry and Restore." Its Widows Millineum, and we dont have the CD for it. What am I to do. Cant get to system restore as there is no Desktop or the Start tab. Safe mode does not give a Restore option.

First, go get a baseball bat and beat your son for messing up that pricey high-tech machine. Then call up Microsoft, they may be able to send you a Windows ME disk or that emergency Boot Disk to help you, make sure that that green sticker is still on the computer that says Product License Certificate of Authenticity. Then, go beat your son again. If Microsoft can't help you, then go to a local computer store and see if you can buy a used version of Microsoft Windows ME or 2000.

if you were careful, you would have created that boot disk (assuming you're using an older computer that still had a floppy drive). Using the boot disk would probably be the best option as it doesn't require to resinstall windows or anything, just makes windows recopy it's necessary files to function and voila, it's back online. You can always ask around for anyone who still uses WinME and create a boot disk on a floppy for you

When you bought the computer, a recovery disk should have come with it (if you buy it from a reliable retailer that is). The disk does not need you to log into windows to use and will recover the computer to the previous backup (if you had one) or to factory condition. You can also ask around for this one. This way will restore your system to a working state, but that working state may be way far back in time (possibly mint condition when you bought it)

In any case, good luck. Maybe someone else can have a better solution. This is all I know

Unfortunately I don't think there is an easy solution to your problem.

My first thought would be to consider taking the hard drive to someone who can clone it, or take off all of the data. Then proceed to install a more stable version of Windows, such as Windows 2000 or Windows XP. Once that is done, you could then transfer over the cloned or copied data back to your computer.

Any other solution will require you have the Windows ME disc or a copy of system.ini (and any other missing files) that you could transfer over to your system using DOS.

if the boot.ini file is missing then your rather screwed since the file is changed when u install new things, u could try a replace it by doing a few searches on the net.
or what u could do is search for boot.old boot.bak etc since these are the backups for this time.
also check the recycle bin

You will want the Windows ME (probably the OEM version) which can be downloaded from http://www.torontotechcenter.com/support_files/bootme.exe

well...what happened is that....u don't have registry anymore....i mean sytem.ini...what you can do is create a startup disk from safe mode and try to scan registry with it....
most probably you will have to reinstall it as other files might be missing
