I sell many things on ebay, and its hard to find good clothing that aren't knockoffs or made of cheap materials. I am very artistic and was thinking of designing and selling my OWN clothing on eBay, until I get an online store. Would people actually buy my no name fashion T-Shirt?? I plan on getting them screenprinted locally. It would also be nice to know what type of software I should use to design and any tips on how to use it would be great.

Absolutely. In fact, do it AS WELL AS your own online store. As far as software goes, Adobe's got some great products. Their vector-based product will probably be what you want (Illustrator). There are other vector-based packages out there that are less expensive.
When you get some ideas, send me something, and I'll buy some t-shirts from you. I really dig some retro t-shirts with the off-color sleeve trim these days. Kind of making my statement, I guess.

Clothing sells very well on eBay -- IF they are brand names. No name clothing designs are harder to sell.
But you can always try.
Make sure that you present the products well. Take good closeup picture of the design. Highlight in your sales copy why you think your creations are cool. Use keywords in your title. Maybe even highlight the uniqueness of your shirt -- that they won't walk around the corner to see someone else wearing the same shirt.

You can definetly get started on ebay. A lot of people get started through ebay. People also love custom clothing, ecspecially childrens clothes. You should consider that.
