If they are nesting on a restricted area of your roof, you can use bird spikes. If not, you need to hire someone with a hawk to routinely make a round over your property. The pigeons will move somewhere else.

If they're nesting on the roof, close off all the areas where they nest. The owls don't work all that well after about a week since they're stationary and the birds will even wind up perching on them after time. However, I've found that if you can find some of those flapping hawk kites that you often see in beach areas, that these work well. They just have to be staked so that they can catch the wind occasionally -- it's easier than finding a falconer and having him fly his birds near your place.
Also, pigeons, as do all animals, are looking for feed, safety, etc., when they perch -- the spikes that others have suggested can work well to get them off at least from the edges, but if they're on the roof proper, this might not be feasible.

Leave the pigeons alone, they need a place to live, as do all animals on earth. The pigeons aren't bothering you, give them a break, it can't be easy, being a pigeon.

Get one of those fake life-sized owls. I've heard they work really well.
