I know I can't! I was friends with a pathological liar for about 6 months. It got really bad. When I look back I truly believe EVERYTHING he ever told me was a lie! He was a complete waste of my time. In fact, he called me a few weeks ago (the first time in over a year), and was telling me more lies! HE would just make up stories that I know did not happen. I think he really needs help from a doctor because the average person can not deal with that. I am no psychologist but I think it may have something to do with his messed up childhood. But that is for a doctor to determine not his old friends.

People who lie constantly are often called pathological liars. That's not an official clinical diagnosis, which means it's not listed in the Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition, or DSM-IV.
But chronic lying in adults is often a manifestation of antisocial personality disorder (also known as sociopathy). Sociopaths are often deceitful and manipulative in order to gain personal profit or pleasure.

I believe so, if they have several years of therapy and a shock collar every time they lie they get shocked

Sure, tell them that whenever you catch them lying you'll poke them with a sharp stick.
