It certainly could. It could also mean they're sick in some way or another. Sometimes if a tooth or gum are infected, it will cause bad breath, a sinus infection can cause bad breath, tonsillitis can cause bad breath, strep throat, etc etc etc....

If this is a friend of yours, ask them if they've been feeling all right. If it's you, ask your doctor to check you for the stuff I mentioned. If it's someone you are around, but aren't friends with, you might say,
I'm concerned about you and wonder if you might be getting sick, 'cause I've noticed your breath is just like mine when I get really sick. Just wanted to let you know.

People who eat lots of red meat often have bad breath because of the time it takes for your digestion system to break it down. It basically starts to putrefy in your stomach.

Apparently over 80% of bad breath is caused by the bacteria on your tongue...give us a kiss ladies...

People have bad breath because of bacteria colonizing on the tongue, which is normal. Those bacteria produce sulfa containing compounds which smell bad. Best bet is to get a tongue scraper or brush your tongue.
