In the US, a twin mattress measures 39" x 75" and a double or full mattress measures 54" x 75". When you're making a quilt, you need to add to those dimensions so the quilt extends over the edge of the bed on on the sides and bottom. If you want it to go to the bottom edge of the mattress, add 16 - 20" to the width and half that to the length. If you want it to go to the bottom edge of the box springs, add 32 - 40" to the width and half that to the length. How much you add depends on the thickness of the mattress. If you aren't sure, go with the higher amount.
